The President of the Government, Pedro Sánchez, announced this Friday on La Palma that the island, affected by the eruption of the Cumbre Vieja volcano, will be declared next Tuesday in the Council of Ministers an area especially affected by the Civil Protection emergency, at the same time that they are working on a ‘Special Reconstruction Plan’ for the short and long-term future of the enclave.
“The institutions are here to solve their problems,” said Sánchez in his speech after participating in the Governing Council of the Canary Islands, where he highlighted the “magnificent coordination” of all the parties involved in the emergency.
Likewise, he has announced that a plan of urgent and immediate measures and a mixed commission will be launched to face the recovery and reconstruction of the “beautiful” island, which will be an opportunity to rebuild its future.
The future plan will give “certainty” to the palm trees through the declaration of an area affected by a civil protection emergency; urgent measures “without waiting” for the eruption to end and structural measures for “reconstruction” when the eruption ends.
Likewise, to express the “solidarity” of the whole of Spain, Sánchez cannot think of a “better place” than to hold the next Conference of Presidents scheduled for December than on La Palma.
The President highlighted the extraordinary work and professionalism of all the people who work in the emergency committee and thanked the Government of the Canary Islands for their welcome and hospitality. However, he has defended that the “magnificent coordination” developed in all emergency days and nights.
“We are all as one, working side by side, we want to solve your problems, the immediate ones and the future of La Palma, so that an opportunity may arise to relaunch this very beautiful island that will continue to be worth visiting and betting on it “, he insisted.
Sánchez has reiterated the commitment of the Government and the institutions with the island affected since last Sunday by the eruption of the Cumbre Vieja volcano and has valued that the visit of this Thursday of the Kings showed “how all of Spain is with La Palma” and that this is going to be maintained “for the next months and years.”
In that sense, he has promised “immediate solutions to the emergencies of the neighbors” but also a plan to meet the needs of future reconstruction, something in which he affirms that the Government of Spain, the Canary Islands and the Cabildo de La Palm.
Specifically, he announced that in the face of this “exceptional situation” that requires “exceptional” measures, the Government “is already working” on a ‘Special Reconstruction Plan for the island of La Palma’, for which a Commission has been set up Mixed in which all levels of the administration will be represented: government, regional, island and local.
As specified, in the case of the General State Administration, participation in the plan will depend directly on the Ministry of the Presidency and Relations with the Courts, together with the Government Delegate.
The president has advanced that this plan will contemplate two packages of measures, some of a rapid and immediate nature to alleviate the damage that the islanders are suffering in their day to day life and in particular the needs of the neighbors who have lost everything and others aimed at give a future answer to the island.
Among the immediate ones, he added that next Tuesday the Council of Ministers will approve the declaration of the island of La Palma, as an Area Especially Affected by a Civil Protection Emergency, which is colloquially known as a ‘catastrophic zone’.
Thus, he added that immediate aid will be granted to provide homes to those affected, acquire equipment they need for their day to day, measures will be put in place to guarantee the supply of the irrigation system, the restoration of mobility and the transport of people and merchandise.
SPECIFIC ERTE AND RECOVERY OF THE IRRIGATION NETWORK
On the other hand, he has indicated that a specific regulation of ERTEs will be launched for people affected by the volcano, in particular, for the agricultural sector, “so important on the island.”
In the long term, he has advanced that work is already under way on a Royal Decree that will be taken to the Council of Ministers and that will be designed “jointly” by the Government of the Canary Islands, the Cabildo, the Municipalities and the Ministries involved.
Likewise, Sánchez has said that “urban planning measures” and the “effective endowment” of resources will be put in place to rebuild destroyed urban environments.
According to the president, these are “measures to provide a definitive and personalized solution to all those who have lost their habitual residence.”
In summary, he mentioned that in addition to immediate measures, an infrastructure plan will be launched to restore mobility throughout the island; an agricultural infrastructure plan that recovers the irrigation network in agricultural holdings; an energy plan that foresees electricity transmission and distribution lines for the most protected areas of the island and that favors renewable energies, as well as a plan to relaunch tourism.
