The third vice president and insular councilor of Social Action, Marian Franquet, has explained that with this contribution “The Cabildo reinforces its support to the municipalities, not only so that they can cover the basic needs of those who need this social support, but also so that they can hire personnel that allow them to manage and deliver these aid with the agility that is required” .
Marián Franquet pointed out that priority attention will be given to families with dependent children, homeless people with difficulties in accessing institutional resources, immigrants, older people who have problems of social isolation and loneliness, as well as all those groups that have been especially affected by the crisis generated by the covid.
“It is not the first time in this mandate that the Cabildo has placed in the hands of the island’s municipalities an economic contribution to respond to the exceptional situation experienced by the most vulnerable people. We already did it last year, with a game of 3.8 million euros, and we do it again this year, with an additional 6.8 million euros, to support all municipalities in attending to the social emergency, with objective and balanced distribution criteria, which take into account both the population as the economic and social situation “, indicated the counselor.
Marian Franquet also highlighted “the flexibility that has been had when establishing the execution deadlines of these emergency aid, which we have set between May 2021 and May 2023, so that not one euro is left behind for investing in care for people who need it. ”
20 percent of the economic item will be distributed in a linear manner among all municipalities; 30 percent will be distributed taking into account the resident population, with data from the municipal register; and the remaining 50 percent will be available based on the number of unemployed people that each municipality has.
For his part, the CEO of Citizen Participation and Diversity, Nauzet Gugliotta, highlighted that of the total of 6.8 million euros planned, 3 million will be allocated to social benefits through prepaid cards, either new or recharges of the already existing in the municipalities; and 3.6 million will go to finance direct aid for social emergency and will also be able to pay the expenses of personnel that work specifically in the management, attention and assessment of the situations of social vulnerability detected in the population of the municipality.
In addition, it affected the breadth of goods and services that can be included in the aid, with the aim of covering as much as possible the entire spectrum of needs that families or people in situations of social vulnerability have and that each municipality can adapt the you help their reality. These aids must be used to pay for food, personal hygiene, self-protection material, clothing and footwear, pharmacy, household hygiene products, household utensils or basic and essential furniture for the home, among others.
On the other hand, 200,000 euros will be allocated to pay specific attention to situations of social isolation and loneliness of older people in order to promote an improvement in their quality of life. In this case, the greatest weight in the distribution of the item is given to the demographic criterion, with 50 percent to be distributed according to the population between 65 and 79 years old and that of 80 years and over that each municipality has.
